Is it possible to imagine a new sort of synthesis or synergy between the emerging peer production and commons movement on the one hand, and growing, innovative elements of the co-operative and solidarity economy movements on the other? 

That was the animating question behind a two-day workshop, “Toward an Open Co-operativism,” held in August 2014 and now chronicled in a new report by UK co-operative expert Pat Conaty and me.  (Pat is a Fellow of the New Economics Foundation and a Research Associate of Co-operatives UK, and attended the workshop.) 

The workshop was convened because the commons movement and peer production share a great deal with co-operatives....but they also differ in profound ways.  Both share a deep commitment to social cooperation as a constructive social and economic force.  Yet both draw upon very different histories, cultures, identities and aspirations in formulating their visions of the future.  There is great promise in the two movements growing more closely together, but also significant barriers to that occurring.

The workshop explored this topic, as captured by the subtitle of the report:  “A New Social Economy Based on Open Platforms, Co-operative Models and the Commons,” hosted by the Commons Strategies Group in Berlin, Germany, on August 27 and 28, 2014. The workshop was supported by the Heinrich Böll Foundation, with assistance with the Charles Léopold Mayer Foundation of France.

As one of the countries hardest hit by austerity politics, Greece is also in the vanguard of experimentation to find ways beyond the crisis.  Now there is a documentary film about the growth of commons-based peer production in Greece, directed by Ilias Marmaras. "Knowledge as a common good: communities of production and sharing in Greece” is a low-budget, high-insight survey of innovative projects such as FabLab Athens, Greek hackerspaces, Frown, an organization that hosts all sorts of maker workshops and presentations, and other projects.

A beta-version website Common Knowledge, devoted to “communities of production and sharing in Greece,” explains the motivation behind the film:

“Greece is going through the sixth year of recession. Austerity policies imposed by IMF, ECB and the Greek political pro-memorandum regimes, foster an unprecedented crisis in economy, social life, politics and culture. In the previous two decades the enforcement of the neoliberal politics to the country resulted in the disintegration of the existed social networks, leaving society unprepared to face the upcoming situation.

During the last years, while large parts of the social fabric have been expelled from the state and private economy, through the social movements which emerge in the middle of the crisis, formations of physical and digital networks have appeared not only in official political and finance circles, but also as grassroots forms of coexistence, solidarity and innovation. People have come together, experimenting in unconventional ways of collaboration and bundling their activities in different physical and digital networks. They seek answers to problems caused by the crisis, but they are also concerned about issues due the new technical composition of the world. In doing so they produce and share knowledge.”

George Papanikolaou of the P2P Foundation in Greece describes how peer production is fundamentally altering labor practices and offering hope:  “For the first time, we are witnessing groups of producers having the chance to meet up outside the traditional frameworks – like that of a corporation, or state organization.  People are taking initiatives to form groups in order to produce goods that belong in the commons sphere.”

It’s hard to find many co-operatives with the kind of practical sophistication and visionary ambitions as CIC – the Catalan Integral Cooperative -- in Spain.  CIC describes itself as a “transitional initiative for social transformation from below, through self-management, self-organization, and networking.”  It considers the state unable to advance the public good because of its deep entanglements with market capitalism -- so it has set about building its own working alternatives to the banking system and state. 

Since its founding in May 2010, CIC has developed some 300 cooperative projects with 30 local nodes, involving some 4,000 to 5,000 participants.  You can get an idea of the impressive scope of CIC’s work through this interview with Enric Duran by Shareable magazine in March 2014. It’s fairly clear that CIC is serious about building a new global economic system – and not just as a rhetorical statement.  CIC builds real, working alternatives, showing great sophistication about politics, law, economics and digital platforms. 

CIC has now started Fair.Coop to help build a set of free economic tools that will “promote cooperation, ethics, solidarity and justice in our economic relations.” A key element of the Fair-Coop vision is a cryptocurrency, Faircoin, which has been designed to adapt the block-chain technology of Bitcoin with a more socially constructive design. (Faircoin relies less on "mining" new coins than on "minting" them in a more ecologically responsible, equitable ways.)

Many skeptics might scoff at the brash, utopian feel of this initiative.  But in many respects, Faircoin is the ultimate realism. CIC correctly recognizes that the existing monetary system and private banks pose insuperable barriers to reducing inequality and ensuring productive work and wealth for all. The only "realistic" alternative to existing fiat currencies and foreign exchange is to invent a new monetary system!  Fortunately, thanks to the pioneering examples of Bitcoin and other cryptocurrencies and the evolving powers of software, that idea is actually within reach these days.

Michel Bauwens and Vasilis Kostakis have just published a new book that offers a rich, sophisticated critique of our current brand of capitalism, and looks to current trends in digital collaboration to propose the outlines of the next, network-based economy and society.

Bauwens is the founder of the P2P Foundation, and Kostakis is a political economist and founder of the P2P Lab. He is also a research fellow at the Ragnar Nurkse School of Innovation and Governance at Tallinn University of Technology, Estonia. 

Kostakis and Bauwens write:

The aim of this book is not to provide yet another critique of capitalism but rather to contribute to the ongoing dialogue for post-capitalist construction, and to discuss how another world could be possible. We build on the idea that peer-to-peer infrastructures are gradually becoming the general conditions of work, economy, and society, considering peer production as a social advancement within capitalism but with various post-capitalistic aspects in need of protection, enforcement, stimulation and connection with progressive social movements.

The authors outline four scenarios to “explore relevant trajectories of the current techno-economic paradigm within and beyond capitalism.” They envision the rise of "netarchical capitalism," a network-based capitalism, that sanctions several types of compatible and conflicting forms of capitalism – what they call “the mixed model of neo-feudal cognitive capitalism.”  There are variations that are possible, including "distributed capitalism, resilient communities and global Commons."

Michel Bauwens of the P2P Foundation recently published a short essay noting that the economic fruits of peer production in today’s world tend to be captured by capitalists – whereas what we really need is a system to enable capital accumulation for and by commoners themselves.  To that end, Bauwens embraces the idea of a Peer Production License, as designed and proposed by Dmitri Kleiner.  

The idea is to emancipate online commons from the control of capital and corporations, and to enable cooperatives working within the market system to reorient themselves to the larger common good, and not just their members. Bauwens’ essay, originally published on the P2P Foundation blog, follows below:

The labor/p2p/commons movements today are faced with a paradox.

On the one hand we have a re-emergence of the cooperative movement and worked-owned enterprises, but they suffer from structural weaknesses. Cooperative entities work for their own members, are reluctant to accept new cooperators that would share existing profits and benefits, and are practitioners of the same proprietary knowledge and artificial scarcities as their capitalist counterparts. Even though they are internally democratic, they often participate in the same dynamics of capitalist competition which undermines their own cooperative values.

On the other hand, we have an emergent field of open and commons-oriented peer production in fields such as free software, open design and open hardware, which do create common pools of knowledge for the whole of humanity, but at the same time, are dominated by both start-ups and large multinational enterprises using the same commons.

Thus, we need a new convergence or synthesis, a ‘open cooperativism’, that combines both commons-oriented open peer production models, with common ownership and governance models such as those of the cooperatives and the solidarity economic models. What follows is a more detailed argument on how such transition could be achieved.

It’s clear that commoners will not only have to make history themselves, outside of ordinary channels, but to write and preserve that history as well.  My colleagues Silke Helfrich and Michel Bauwens are off to a great start.  Independently, they’ve prepared two useful syntheses of some of the more significant recent developments in the commons and P2P worlds.

Silke prepared a timeline that identifies landmarks in the commons movement from the past several years.  The piece just appeared in the Winter 2014 issue of STIR magazine (about which I will have more to say below).  The timeline is on Silke’s blog as well.  Among the highlights: 

The rise of Remix the Commons (2010 – present), an evolving multimedia project about the key ideas and practices of the commons.

The Atmospheric Trust Litigation (2011 – present), which is filing lawsuits under the public trust doctrine to force state governments and the U.S. Government to protect the atmosphere as common property.

The world’s first Open Knowledge Festival in Finland, a week’s events in September 2012, in Helsinki, Finland.  (The next Open Knowledge Festival will be in Berlin in July 2014.)

The Constitutional Assembly of the Commons held with 700 participants at the occupied Teatro Valley, a revered opera house in Rome, in April 2013.

Meanwhile, Michel Bauwens posted the “Most Important P2P-Related Projects and Trends in 2013.”  He cautions that “most important” “does not mean any blanket endorsement, nor ‘best.’  It just means that it is an important project.”  

Now that free market dogma has become the dominant narrative about value – and yet that narrative is neither credible nor readily displaced -- we are descending deeper and deeper into a legitimacy crisis.  There is no shared moral justification for the power of markets and civil institutions in our lives.  Since the 2008 financial crisis, the idea of “rational markets” has become something of a joke.  There are too many external forces propping up markets – government subsidies, legal privileges, oligopoly power, etc. – to believe the textbook explanations of “free markets.”

This is a serious quandary.  We’re stuck with a threadbare story that few people really believe -- the “magic of the marketplace” advancing human progress and opportunity – and yet it is simply too useful for elites to abandon.  How else can they justify their entitlements?  These are among the themes explored in an astute new book, The Ethical Economy:  Rebuilding Value After the Crisis  (Columbia University Press, 2013), by sociologist Adam Arvidsson and entrepreneur/scholar Nicolai Peitersen. 

The implicit “social contract” that people have with the reigning institutions of society is coming apart.  As the authors note:  “Three decades of neoliberal policies have separated the market from larger social concerns and relegated the latter to the private sphere, creating a situation where there is no society, only individuals and their families, as Margaret Thatcher famously put it, and no values, only prices.”  Meanwhile, the catastrophic ecological harm being caused by relentless consumerism and economic growth is becoming all too clear, especially as climate change inexorably worsens.

Our “value crisis” is tenacious, say Arvidsson and Peitersen, because we have “no common language by means of which value conflicts can be settled, or even articulated.”  Few people believe in “free markets” and government as benign, mostly responsible influences any more; there is simply too much evidence to the contrary.  And who believes that the Market/State as constituted can solve the many cataclysms on the horizon?

Arvidsson & Peitersen’s ambitious goal is to outline a scenario by which we might come to accept a new, more socially credible justification for socially responsive production and governance.  They want to imagine a “new rationality” that could explain and justify a fair, productive economics and civil polity.  A tall order! 

While I don’t agree with all of their arguments, they do make a penetrating critique of the problems caused by neoliberalism and offer some useful new concepts for understanding how we might imagine a new order.  The Ethical Economy provides a bracing, sophisticated look at these issues.

Here’s a development that could have enormous global implications for the search for a new commons-based economic paradigm.  Working with an academic partner, the Government of Ecuador has launched a major strategic research project to “fundamentally re-imagine Ecuador” based on the principles of open networks, peer production and commoning.   

I am thrilled to learn that my dear friend Michel Bauwens, founder of the P2P Foundation and my colleague in the Commons Strategies Group, will be leading the research team for the next ten months.  The project seeks to “remake the roots of Ecuador’s economy, setting off a transition into a society of free and open knowledge.” 

The announcement of the project and Bauwens’ appointment was made on Wednesday by the Free/Libre Open Knowledge Society, or FLOK Society, a project at the IAEN national university that has the support of the Ministry of Human Resource and Knowledge in Ecuador.  The FLOK Society bills its mission as “designing a world for the commons.” 

The research project will focus on many interrelated themes, including open education; open innovation and science; “arts and meaning-making activities”; open design commons; distributed manufacturing; and sustainable agriculture; and open machining.  The research will also explore enabling legal and institutional frameworks to support open productive capacities; new sorts of open technical infrastructures and systems for privacy, security, data ownership and digital rights; and ways to mutualize the physical infrastructures of collective life and promote collaborative consumption.

Next Wednesday, March 20, a fascinating new stage in transnational cooperation will arrive when scores of commoners in twenty countries take part in a Spanish P2P Wikisprint, a coordinated effort to document and map the myriad peer to peer initiatives that exist in Latin America and Spain. 

The effort, hosted by the P2P Foundation, was originally going to be held in Spain only, but word got around in the Hispanic world, and presto, an inter-continental P2P collaboration was declared! (A Spanish-language version of the event can be found here.) 

As described by Bernardo Gutiérrez on the P2P Foundation blog, the Wikisprint will bring together an indigenous collective in Chiapas with a co-working space of Quito; a crowdfunding platform in Barcelona with the open data movement of Montevideo; a hacktivist group in Madrid with permaculturists in Rio de Janeiro’s favelas; and a community of free software developers in Buenos Aires with Lima-based city planners; among many others.  

The Wikisprint will map the various Spanish experiences around the commons, open innovation, co-creation, transparency, co-design, 3D printing, free license, p2politics, among other things.  It will also feature debates, lectures, screenings, speeches, self-media coverage, workshops, network visualizations and videos. 

Here is a list of the 20 participating cities.  Anyone can add a new node from a new city.  If you’d like to participate in the Wikisprint, check out this document on the P2P Foundation wiki to see the criteria for inclusion.  There is a special website created for the occasion -- Wikisprint.p2pf.org – and a Twitter hashgtag, # P2PWikisprint.

The entire event will be peer-to-peer, meaning communication will take place through an open network topology in which each node is connected to the other without passing through any center.  As Gutiérrez notes, “P2P – with its openness, decentralization and collective empowerment – is no longer something marginal.  P2P is a philosophy, working trend and a solid reality.  P2P is the nervous system of the new world.”

For anyone scratching their head about how to understand the deeper social and economic dynamics of online networks, a terrific new report has been released by Michel Bauwens called Synthetic Overview of the Collaborative Economy.  Michel, who directs the Foundation for Peer to Peer Alternatives and works with me at the Commons Strategies Group, is a leading thinker and curator of developments in the emerging P2P economy. 

The report was prepared for Orange Labs, a division of the French telecom company, as a comprehensive survey and analysis of new forms of collaborative production on the Internet.  The report is a massive 346 pages (downloadable as a pdf file under a Creative Commons BY-NC-SA license) and contains 543 footnotes.  But it is entirely clear and accessible to non-techies.  Unlike so many popular books on this subject that are either larded with colorful hyperbole and overly long anecdotes, or arcane technical detail, the Bauwens report cuts to the chase, giving tightly focuses analyses of the key principles of online cooperation.  The report is meaty, informative, comprehensive and well-documented.

Two paragraphs from the Introduction give a nice overview:

Two main agents of transformation guide this work. One is the emergence of community dynamics as an essential ingredient of doing business. It is no longer a matter of autonomous and separated corporations marketing to essentially isolated consumers, it is now a matter of deeply inter-networked economic actors involved in vocal and productive communities. The second is that the combined effect of digital reproduction and the increasingly 'socialized' production of value, makes the individual and corporate privatization of 'intellectual' property if not untenable, then certainly more difficult , and in all likelihood, ultimately unproductive. Hence the combined development of community-oriented and 'open' business models, which rely on more 'social' forms of intellectual property.

In this work, we therefore look at community dynamics that are mobilized by traditional actors (open innovation, crowdsourcing), and new models where the community's value creation is at its core (the free software, shared design and open hardware models). We then look at monetization in the absence of private IP. Linked to these developments are the emergence of distributed physical infrastructures, where the evolution of the networked computer is mirrored in the development of networked production and even financing. Indeed the mutualization of knowledge goes hand in hand with the mutualization of physical infrastructures, such as collaborative consumption and peer to peer marketplaces, used to mobilize idle resources and assets more effectively.
